This study was to provide a basis for a 25 year strategy which aimed to accommodate, through land use policy, the retail and commercial needs of the LGA's residents, visitors, workers and business community. Hill PDA also developed a hierarchy of centres and recommended future retail and commercial land use zones inline with the NSW Department of Planning's standard LEP Template.

In addition, the study identified sustainable policies for the future location, extent and composition of retail, commercial, entertainment, recreation and cultural opportunities, in business centres, across the LGA.
