Sarah Hill is a Director of Hill PDA and the firm’s Practice Manager, responsible for professional development and management. With over 15 years of international planning experience, Sarah is also the firm’s Principal Planner. Sarah specialises in the relationship between planning, economics and society. She leads on a variety of major projects for local and state government organisations as well as private developers. Key projects relate to employment and centre studies, affordable housing studies, economic and social impact assessments, major infrastructure projects and the preparation of statutory plans.
Previously Sarah worked as a Principal Planner in London where she developed and led the London Borough of Hackney (LBH) Major Projects Team. While working for the LBH Sarah became a founding member of the London Olympic Joint Planning Authorities Team that successfully secured planning consent for the London 2012 Olympic Games and its Legacy. In turn, Sarah was made an Associate Director of EDAW London and acted as lead consultant for the London Olympic Delivery Authority on planning, design and environmental matters. In the United Kingdom Sarah gained extensive experience in the assessment of major developments, affordable housing, planning appeals as well as strategic planning. She worked on some of the largest and most complex urban regeneration projects in the United Kingdom, controversial tall building projects and transport infrastructure. Sarah is currently undertaking a PHD at the University of Sydney in the field of Planning and Economics. She is the President of the NSW Division of the Planning Institute of Australia and currently sits on:
Sarah has been the recipient of numerous planning awards including the Mayor of London’s Award for Planning Excellence (2005), the 2005 Royal Town Planning Institute Award for Planning (2005) and the Australian Planning Institute Award for the most proficient student planner (2000). Sarah was also a finalist in the UDIA NSW and Stockland Women in Development Leadership Award 2011.

ADRIAN HACK |

Adrian is a principal of the firm with over 20 years of service at Hill PDA. Prior to Hill PDA he worked 10 years in both local and state government (Department of Housing and Darling Harbour Authority) in strategic planning, statutory planning and project management. At Hill PDA Adrian has played a leadership role in all consultancy activities of the practice including market research, analysis and forecasting, development feasibility appraisal, economic appraisals (including cost benefit analysis), economic impact assessment, financial modelling, policy research, portfolio analysis, affordable housing studies and employment lands and commercial centres strategies. This has led to an involvement in diverse array of projects for government bodies, private sector corporations, institutions and other organisations. Adrian manages the retail economics team in the preparation of both long-term strategies and specific development proposals. He developed and continues to refine numerous models in this field for expenditure analysis, retail floor space demand forecasting and economic impact assessment. Regularly he provides expert advice and evidence in the land and environment court in the area of economic impact assessment (in relation to appeals and compulsory acquisition) and in highest and best use assessment (land valuation cases). Adrian is also on the NSW Planning Institute’s Economic Development Chapter. The chapter’s role seeks to promote the understanding of economics, property and development in the Planning profession. Through much of the 1990’s and the early part of the following decade he was the principal architect of Estate Master, the industry standard in property development analysis software and he is still responsible for its continued development and refinement. |

KEVIN ALKER |

|
Kevin provides corporate advice to Hill PDA on a consultancy basis. His capabilities are founded on over three decades of professional experience in property development and urban planning throughout the Sydney Metropolitan Region and beyond. In that time, prior to establishing his practice, he held senior positions at Landcom, as the General Manager, Urban Development and at the State Government's Property Service Group (now the Department of Finance) as a Director. Kevin's experience includes property sales at Landcom of over $200 million, acquisition of several substantial redevelopment sites, including the 25 hectare Victoria Park site in South Sydney from the Commonwealth Department of Defence, and the realisation of numerous development opportunities presented by underutilised property assets in the Landcom portfolio. This experience is applied in a range of environments. Apart from his corporate advisory role at Hill PDA, he is a regular lecturer in urban estate management at the University of New South Wales, and is actively involved in the Urban Development Institute of Australia. |

VICTORIA TOMPSETT |

Victoria is a Principal of Hill PDA who focuses on property economics, viability, and the provision of economic advice in planning, urban design and development projects (e.g. master plans, structure plans, planning controls, development proposals). In this role, Victoria specialises in providing strategic land use advice on large scale projects (greenfield, release area, infill) for various public and private clients. Additionally, Victoria regularly undertakes feasibility studies, land use demand modelling, economic impact assessments, development staging advice, and due diligence. In doing so, Victoria is often part of large multidisciplinary consultant teams including architects, urban designers, urban planners, engineers and so on. Through her experience at Hill PDA, Victoria has provided input into various ACT, VIC and NSW State Government land asset management strategies which are critical in decision making at the Ministerial level. Victoria is also a trusted economic advisor to the NSW Department of Planning & Infrastructure, and is often consulted by a number of key retailers when identifying strategic opportunities for growth. Together with ARUP, Victoria was recently awarded the 2011 NSW Planning Institute Planning Excellence Award for Best Planning Ideas (Small Project) for the Nowra CBD Urban Design Master Plan. Victoria's clients include various councils, State government agencies, major retailers, and land owners. Some key clients have included:
Victoria joined Hill PDA's Sydney office in 2005 after having worked as a qualified Land Economist with various other property consulting firms and agencies. Experience included strategic asset management, development feasibility analysis, site analysis and acquisitions, and property research. This range of experience allowed Victoria to focus on the provision of detailed project management advice on a range of mixed use and specialised development applications. In January 2011, Victoria opened Hill PDA's Melbourne office. |

ESTHER CHEONG |

Her role at Hill PDA involves providing advice and recommendations to guide investment, strategic and policy decisions in infrastructure projects to residential, retail, office, industrial, hospitality, recreation and other community-based activities. Professional consulting capability in the following areas is possessed:
Esther is involved in providing development consulting and valuation advice including evaluating the suitability of delivery methods, to inform risk management and mitigation strategies and optimising of development options. The assessment of development proposals which includes reviewing and testing the feasibility of proposal assumptions to ensure ‘value for money’ particularly to government is an area of specialty. Esther is also often commissioned to research and document trends in the property and construction markets to inform the property and development strategy of clients wishing to remain competitive and strategic. Clients serviced are from both the public sector representing all levels of government and the private sector including developers, investors, businesses and their consultants. Notable clients include Department of Defence, Department of Premier and Cabinet, Department of Planning and Infrastructure, State Property Authority, Transport for NSW, Housing NSW, University of Western Sydney, Endeavour Energy and Sydney Harbour Foreshore Authority. |

Alex has 10 years consulting experience specialising in financial modelling and analysis of property including commercial, industrial, health, education and transport projects.
Alex has recently joined Hill PDA from KPMG Real Estate Advisory Services. Alex specialises in strategic property and feasibility advice, master plans, affordable housing, developer contributions, market assessments, highest and best use, economic appraisals and business case preparation.

DAVID PARSELL |

Over the last decade, David has built a strong reputation as an urban planner who understands stakeholder needs, facilitates outcomes and delivers projects in challenging political environments. Prior to joining Hill PDA, David led Leichhardt Council’s strategic planning team and was responsible for the preparation of policies addressing economic development, employment lands, residential development, affordable housing and heritage conservation. He has extensive experience in consulting with local communities, negotiating with government bodies and preparing land use strategies, planning proposals, local environment plans and development control plans. David holds a Bachelor of Commerce from the University of Tasmania, Master of Environmental Planning from Macquarie University and will shortly complete a Master of Public Administration through the University of Sydney’s Graduate School of Government. |

Fergus Stewart joined Hill PDA in May 2012 after almost five years of experience working in the private sector in Melbourne. Fergus works in the strategic planning and retail economics teams, specialising in policy review, retail demand assessment, demographic analysis and forecasting, employment demand modelling, economic impact assessment and the provision of economic advice in planning (including structure plans and masterplans). Fergus has experience working across the public sector on large scale activity centre and retail commercial strategies for a number of major regional local governments including Bathurst Regional Council, City of Launceston, City of Greater Bendigo, Serpentine Jarrahdale Shire and the Department of Housing (WA). Fergus has also provided input into a number of economic studies for private landholders in Melbourne’s south-east growth area.

TOM DUNCAN |

Since joining Hill PDA, Tom has worked on a diverse range of projects for a variety of public and private sector clients including NSW Department of Planning and Infrastructure, Housing NSW, the Sydney Metropolitan Development Agency, Woolworths, Coles, Masters, ALDI, APP, Mirvac and DEXUS in addition to a variety of metropolitan and regional Local Government Areas. He has been involved in projects in NSW, VIC, WA and QLD. Clients Tom has worked for in the UK include Tesco, Walmart (ASDA), The Co-op, ALDI, Sainsbury's, Marks and Spencer, Cheshire County Council and Manchester City Council. Working for two of the largest planning consultancies in the UK enabled Tom to gain experience in a broad range of projects for a wide variety of clients. In addition to developing his retail and economic specialties, he gained experience in a number of other key sectors including mixed-use development, leisure development, urban renewal and residential schemes. Tom's strengths lie in numerical and statistical work, quantitative and qualitative analysis and the interpretation of data for real-life outcomes. Having had a breadth of experience with projects of different sizes and seeking differing outcomes, Tom is a commercially aware consultant who appreciates the conflicting nature of desires in the built environment. He understands how economics can help to make sense of this, aid in conflict resolution and achieve mutually agreeable solutions between stakeholders. |

Virginia Hill joined Hill PDA in September 2012 after four and half years of experience working in public sector in the United Kingdom. In the United Kingdom, Virginia worked for The London Borough of Hackney (one of the five leading Olympic Boroughs'). At the London Borough of Hackney Virginia specialised in the development feasibilities and affordable housing appraisals, market research and valuations in commercial, retail and residential properties.

Ben joined Hill PDA in 2012 after completing a Bachelor of Applied Science in Valuation at RMIT. At Hill PDA Ben’s role involves the provision of demographic analysis, market appraisals, collection and analysis of surveys, and other economic research. Ben is also the recipient of two awards being the RMIT Bronze Award 2008 and the Melbourne Western Suburbs A.P.I Discussion Group Student Prize 2010.
